Memorandum-
Since writing my Memorandum of 18th January last which was forwarded in Sir John Bowring's Despatch No. 14 of 25th January 1859 on an extract from Earl Grey when Secretary of State for the Colonies, I have lighted upon a Despatch from Sir Edward Bulwer Lytton which materially advances the argument sustained in that memorandum.
